An Act to Create a Comprehensive
Economic Strategy

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Comprehensive Economic Strategy Act.

2 (1) The Minister of Growth and Development shall appoint an expert panel to evaluate the Province's economy and opportunities for growth.

(2) The panel shall

(a) engage and mobilize local governments, the business community, labour representatives and Nova Scotians across the Province to discuss economic development opportunities and challenges;

(b) promote a practical understanding of how growth in the Province can create opportunities;

(c) enhance understanding of the unique circumstances and opportunities for the Province's different regions, economic sectors and cultural communities;

(d) develop advice to government, business and community leaders on new directions to realize economic growth across economic sectors in all regions of the Province; and

(e) evaluate the Province's performance on the goals identified in the 2014 report of the Nova Scotia Commission on Building Our New Economy, titled Now or Never: An Urgent Call for Action for Nova Scotians, and update those goals accordingly.

(3) The panel shall complete a report within 12 months of being appointed that identifies 10-year goals in

(a) improving the Province's exports;

(b) building the Province's workforce;

(c) leveraging the Province's post-secondary education sector;

(d) increasing investment in Nova Scotian businesses, including start-ups;

(e) responsibly managing provincial government spending; and

(f) any other areas the panel determines.
