An Act to Establish an Infrastructure Fund
for Emergency Access and Connector Roads

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Emergency Access and Connector Roads Act.

2 In this Act, "Fund" means the infrastructure fund for emergency access and connector roads established under Section 3.

3 (1) Subject to Section 5, the Minister of Public Works shall, in coordination with the Minister responsible for the Emergency Management Office, establish an infrastructure fund for emergency access and connector roads.

(2) The Fund must be used for the purpose of building emergency access and connector roads in areas deemed high-risk by municipalities, emergency management officials and other experts.

4 (1) The Governor in Council may make regulations respecting the Fund, including respecting

(a) emergency access and connector road projects;

(b) payments into and out of the Fund;

(c) the process for municipalities, emergency management officials and other experts to deem areas as high-risk.

(2) The exercise by the Governor in Council of the authority in subsection (1) is a regulation within the meaning of the Regulations Act.

5 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
