Explanatory Notes
Clause 1 amends the Crown Lands Act to increase the fine for the offence of dumping or depositing materials on Crown lands, without legal justification or the permission of the Minister, to not more than $3,000.
Clauses 2 and 3 amend the Motor Vehicle Act to increase the fine for the offence of littering on a highway to not less than $1,000 for a first offence, $2,000 for a second offence and $5,000 for a third or subsequent offence.

the Motor Vehicle Act
1 Chapter 114 of the Revised Statutes, 1989, the Crown Lands Act, is amended by adding immediately after Section 49 the following Section:
- 49A Notwithstanding Section 49, every person who contravenes clause (c) of subsection (1) of Section 38 is
guilty of an offence and is liable on summary conviction to a fine of not more than $3,000 or to imprisonment for not
more than six months, or to both a fine and imprisonment.
2 Section 297 of Chapter 293 of the Revised Statutes, 1989, the Motor Vehicle Act, as enacted by Chapter 10 of the Acts of 2002 and amended by Chapter 42 of the Acts of 2004, Chapter 8 of the Acts of 2005, Chapter 45 of the Acts of 2007, Chapter 60 of the Acts of 2010, Chapter 53 of the Acts of 2014 and Chapter 45 of the Acts of 2015, is further amended by
(a) striking out "173," in the fifth line; and(b) adding ", subsections (1) to (3) and (6) of Section 173" immediately after "Section 136" in the fourth line.
3 Section 299 of Chapter 293, as enacted by Chapter 10 of the Acts of 2002 and amended by Chapter 21 of the Acts of 2008 and Chapter 60 of the Acts of 2010, is further amended by adding "subsection (4) of Section 173," immediately after "provisions of" in the first and second lines.
