Explanatory Note

This Bill requires

(a) the reasons for and details of special warrants, including other funding options considered, to be tabled in the House of Assembly or filed with the Clerk of the Assembly within seven days;

(b) special warrants to be published in the public accounts; and

(c) special warrants to be submitted to the Assembly for approval as appropriations within six months.

An Act to Amend Chapter 365
of the Revised Statutes, 1989,
the Provincial Finance Act

Be it enacted by the Governor and Assembly as follows:

1 Section 29 of Chapter 365 of the Revised Statutes, 1989, the Provincial Finance Act, is amended by adding immediately after subsection (3) the following subsections:

(4) Within seven days of the signing of a special warrant pursuant to this Section, the Minister shall table in the House of Assembly if it is then sitting or, if it is not then sitting, file with the Clerk of the Assembly

(a) the reasons for the issue of the special warrant;

(b) the details of the amount of the special warrant and the programs or initiatives it funds; and

(c) the options, other than a special warrant, considered for funding the programs or initiatives.

(5) Every special warrant shall be published in the public accounts for the year in which it was issued.

(6) The amount of every special warrant shall be submitted to the House of Assembly within six months for approval as an appropriation.
