Municipal Government Act (amended) and Halifax Regional Municipality Charter (amended)

Explanatory Note

Clause 1 adds definitions for “annual summary report”, “code of conduct”, “expense report”, “hospitality expense report”, “reportable individual” and “reportable municipal expense” to the Municipal Government Act.
Clause 2 requires each municipality to adopt an expense policy and hospitality policy and establishes requirements for them.
Clause 3 requires each municipality to adopt a code of conduct and establishes requirements for it.
Clause 4 requires the auditor of a municipality to certify reports if required to do so by the regulations.
Clause 5 requires municipal audit committees to meet at least twice in each fiscal year, to include an independent member and to advertise for one if there is not an independent member.
Clause 6 requires municipalities to prepare expense reports, hospitality reports and annual summary reports, and establishes requirements for those reports.
Clause 7 requires each village to adopt an expense policy, hospitality policy and code of conduct and establishes requirements for them. Village commissions are required to review the policies by the January 31st following a regular election of municipalities.
Clause 8 requires villages to prepare expense reports, hospitality reports and annual summary reports, and establishes requirements for those reports.
Clause 9 allows the Minister to make additional regulations respecting accounting methods.
Clause 10 clarifies that certain reports are public records.
Clause 11 expands the regulation-making powers of the Minister.

Clause 18 expands the regulation-making powers of the Minister.
Clause 19 provides that certain Sections of the Act come into force on proclamation.
