MR. GORDON WILSON (Chairman): I call the meeting to order. This is the Standing Committee on Human Resources. I’d like to introduce myself, I am the Chairman, Gordon Wilson. We will be here today reviewing ABC appointments.

 

            First I’d also like to welcome everybody. We have a lot of “news” here today. This is the first time I’ve chaired this committee. Our clerk, this is her first committee that she has worked at. We have a new MLA here, we have some new members who have never sat on this committee and it’s a new day, it’s a good day.

 

            I’d ask the committee members now to introduce themselves, starting with Honourable David Wilson.

 

            [The committee members introduced themselves.]

 

            MR. CHAIRMAN: Thank you very much everybody. I’d like to remind everybody that their cellphones should be on vibrate and please wait for the chairman to recognize you before speaking.

 

            We have no correspondence or other committee business so we’ll go immediately into ABC appointments. I would like to begin with the Department of Agriculture - yes, Mr. Orrell.

 

            MR. EDDIE ORRELL: Before we do those appointments, Mr. Chairman, I just wonder if I can put a motion on the table; as of recent meetings, the conduct and the procedure the committee has caused I know myself, a lot of frustration, and a lot of frustration among other members. My impression was that every member of the committee has the same rights and, as such, it is important that all members are aware of the proper procedures and are allowed a chance to carry out the business of the committee in a democratic way. So in every effort to be constructive and ensure that all committees of the House are operating appropriately and effectively:

 

Pursuant to Section 12A(3)(b) of the Rules and Forms of Procedure of the House of Assembly, I move that the Committee on Assembly Matters consider and address the rules and conduct, as well as the roles of the Chair, the clerk and all members of the committees at the upcoming meeting in September.

 

            MR. CHAIRMAN: Thank you, Mr. Orrell. We have the clerk noting that. We’ll take that into consideration and bring that up at the next meeting.

 

            We’ll now move on to committee business, ABC appointments. I’d like to begin with the appointment to the Department of Agriculture. I’d like to ask a member to bring that motion forward. Ms. Arab.

 

            MS. PATRICIA ARAB: Mr. Chairman, I so move the appointment of Greg Sheffer as Director, and Andrew Vermeulen as Vice-Chairman and Director of the Nova Scotia Farm Loan Board.

 

            MR. CHAIRMAN: Would all those in favour of the motion please say Aye. Contrary minded, Nay.

 

            The motion is carried.

 

            The next appointment would be Department of Labour and Advanced Education, the Cape Breton University Board of Governors. Do I have a motion to bring members forward? Ms. Arab.

 

            MS. ARAB: Mr. Chairman, I so move the following: that Millie Colbourne be appointed as member, Nelson Edward Davis as member, Darryl Poirier as member, to the Cape Breton University Board of Governors.

 

            MR. CHAIRMAN: Would all those in favour of the motion please say Aye. Contrary minded, Nay.

 

            The motion is carried.

 

            Next would be the Cape Breton University Foundation. Do we have a motion to bring a member forward? Ms. Treen.

           

MS. JOYCE TREEN: Mr. Chairman, I so move that Arthur Robert Sampson be appointed as member and Mark Shannon as member to the Cape Breton University Foundation.

 

            MR. CHAIRMAN: Would all those in favour of the motion please say Aye. Contrary minded, Nay.

 

            The motion is carried.

 

            Lastly we have the Mount Saint Vincent University Board of Governors. Do we have a motion to bring a member forward? Ms. Arab.

 

            MS. ARAB: Mr. Chairman, I so move that Shelley A. Rowan be appointed as Governor of the Mount Saint Vincent University Board of Governors.

 

            MR. CHAIRMAN: Would all those in favour of the motion please say Aye. Contrary minded, Nay.

 

            The motion is carried.

 

            The next meeting is September 29th, from 10:00 a.m. to 12:00 noon, with the Post-Secondary Education Coalition.
